The MN State EMS Line of Duty Death Memorial Foundation is an independent, charitable nonprofit organization established to lead the planning, fundraising, and long-term stewardship of a permanent EMS Line of Duty Death memorial on the Minnesota State Capitol grounds.
The Foundation serves as the private sponsor of the project, working through the required state processes for site selection and approval, while building the financial support necessary to move the memorial forward.
Minnesota law requires that all memorials on Capitol grounds be privately funded, not supported by taxpayer dollars. As a result, the Foundation is responsible for securing donations, managing funds, and ensuring transparency and accountability throughout the life of the project.
At this time, Minnesota does not have a permanent statewide memorial honoring EMS professionals who have died in the line of duty. The Foundation exists to ensure those sacrifices are formally and permanently recognized alongside other public-safety disciplines.

The proposed MN State EMS Line of Duty Death Memorial is planned for the Minnesota State Capitol grounds, subject to final site selection and approval by the appropriate state oversight bodies.
If approved, the EMS memorial would complement the existing Peace Officers Memorial and the Minnesota Fallen Firefighters Memorial, both of which honor public-safety professionals who made the ultimate sacrifice in service to the state.
The intent is to ensure that EMS is recognized alongside law enforcement and fire service as an essential public-safety discipline. Together, these memorials would represent a complete and unified recognition of Minnesota’s first responders.
Final placement has not yet been determined. Site selection is currently underway and will consider visibility, accessibility, historical context, and harmony with existing memorials and the Capitol grounds as a whole.

All donations are collected and managed directly by the MN State EMS Line of Duty Death Memorial Foundation, a recognized 501(c)(3) nonprofit organization (EIN 99-2463186).
Funds are used solely to support the Foundation’s mission, including site selection, planning, outreach, fundraising activities, and future design, construction, and long-term stewardship of the memorial. All contributions are handled in accordance with nonprofit governance and financial accountability standards.

Donations support the memorial project through multiple phases as it progresses:
Planning & Site Selection: Outreach, advocacy, and required state review processes
Design & Development: Professional design services and approvals once a site is finalized
Construction: Fabrication, installation, and related construction costs
Long-Term Stewardship: Ongoing care, maintenance, and preservation of the memorial
Funds are managed responsibly and held to support the project as it advances through each required phase.
