Adam Harvey, founder and president of the MN State EMS LoDD Memorial Foundation, has dedicated over two decades to emergency medical services. He began his career in 2004 as an EMT-I85 in Osceola, Wisconsin, before joining Allina Health EMS in 2007. Over the years, Adam has served as an EMT-I, Paramedic, Critical Care Paramedic, and currently works as the Ambulance Service Manager for Welia Health System. In addition to his role at Welia, Adam serves as a Paramedic with the Administration for Strategic Preparedness and Response (ASPR), a federal agency and remains a casual Paramedic with Allina Health EMS.A committed advocate for honoring EMS professionals, Adam has volunteered with the MN EMS Honor Guard for over a decade, where he serves as a Support Officer (Captain). His leadership and dedication inspire his work with the MN State EMS LoDD Memorial Foundation to honor the sacrifices of EMS personnel.

My name is Shane Hallow. I have been a paramedic with Hennepin EMS for 10 years and involved in EMS for 12 years in various capacities before joining Hennepin EMS. I will be joining the MN State LODD Foundation as the Vice President position. I am looking forward to joining Adam and helping in any way possible to make his vision and goal for a state EMS LODD memorial a reality. I believe strongly in the mission of honoring our fallen and feel it is a privilege to be a part of this group

John R. Fox is an accomplished EMS leader, paramedic, and consultant with a wide range of experience in emergency medical services, organizational leadership, and community collaboration.
His career spans frontline emergency response, EMS education and training, nonprofit board service, and municipal consulting. He has successfully led projects involving joint ventures between cities, organizational assessments, and the development of bylaws and governance frameworks for EMS-related organizations.
John is also a trusted educator and content developer, creating advanced training resources, study guides, and testing materials for EMTs and paramedics. Known for blending technical expertise with real-world application, he ensures providers are prepared for both routine care and high-acuity emergencies.
Passionate about leadership, collaboration, and service, John consistently demonstrates the ability to unite stakeholders, implement sustainable solutions, and build resilient organizations that meet the evolving needs of their communities.

My name is Gavin, I have been in EMS for 8 years as an EMT at Allina Health and 2 years with Forest Lake fire. Prior to that I was in the Navy reserves for 6 years. I have done a few volunteer gigs and other jobs such as coaching. I look forward to serving on the board and bringing more awareness about the EMS community

Amanda Layne

My name is Amanda Layne. I began my EMS career in 2002 with Stevens County Ambulance Service in western Minnesota. Since 2008, I have been a paramedic at Allina Health EMS. My experience includes working for Brookings Ambulance in South Dakota, St. Croix EMS in Wisconsin, and Air Care with North Memorial in Princeton. I am committed to serving our communities and supporting the EMS community through mentoring students, serving as Secretary for The International Association of EMTs and Paramedics Local 167 for 14 years, and recently transitioning to an internal education role at Allina EMS. I am passionate about further supporting the EMS community and honoring our fallen heroes and their families with a memorial at our capital.
